Hint: the main point of this part of the problem is to encourage you to use the Galilean velocity vector formula. Let G be the frame attached to the ground, and Frame R be floating with the river. The object of interest that is moving is the boat - label it b. The velocity formula becomes VbG VbR+VRG. The issue here is that you only know the magnitude of the vector VbR (not the direction), and the direction of VbG but not the magnitude. The direction of VbG is given by the direction of vector that points from point A to point C. But, you have all the vector information for the direction of the water in the river, VRG. For these types of vector problems, you want to invoke the law of sines or the law of cosines because the 3 vectors in the Galilean velocity formula form a triangle. In this problem you have the lengths of two of the sides of the triangle and one angle.
